State Offices of Emergency Management
Typically your state will have a agency in charge of preparing and responding to emergencies and disasters.  This may be referred to as the department of emergency management (OK) or civil defense (HI) or Office of Emergency Services (CA) or some similar name. In addition to the state level each county will have a similar office. The personnel in these offices typically have obtained professional certification as an Emergency Manager and/or Business Continuity Planner. The services they offer vary by state. You might consider checking documents offered by other states in the event your state does not a have a wide variety. (California and Virginia have more comprehensive sites).

Your state office should provide training courses to the public, Information on hazards in the state, a method and criteria for reporting emergencies and disasters and a method of providing mutual aid to communities in the event of a disaster. They might act as a clearinghouse for civilian based community search and rescue teams (see CA and WY).
